Your provisional licence

A provisional licence is the first thing every learner needs. It lets you drive a car on public roads under supervision, and you need its number to book your theory test.
When can I apply?
You can apply when you are 15 years and 9 months old. You can start driving a car on the road at 17, or at 16 if you get the enhanced rate of the mobility component of Personal Independence Payment (PIP).
How to apply
The quickest way is online at GOV.UK: apply for your first provisional driving licence. You'll typically need:
- an identity document, such as a UK passport (the online service can often check this for you)
- addresses where you've lived over the last three years
- your National Insurance number, if you know it
- a way to pay the fee (shown on the application page)
Only apply through GOV.UK. Other websites may charge extra for the same application.
What it lets you do
- Drive a car on public roads with L plates (or D plates in Wales) while supervised by someone who meets the rules. See practising with family or friends.
- Take lessons with an approved driving instructor.
- Book and take your theory test.
As a learner you can't drive on a motorway unless you're with an approved driving instructor in a car with dual controls.
Keep your details up to date
Tell DVLA if you move house or change your name. You must also tell DVLA about certain medical conditions that could affect your driving. The list is on GOV.UK: health conditions and driving.
